Gordon Brown offered a HIP for Number 10

Gordon Brown takes over at 10 Downing Street on June 27 – and home information pack and property information provider Spring is offering him a HIP on his new address.

The company, which is commissioned by property owners, surveyors, solicitors and estate agents to handle all the reports and legal activities with a property transaction, has done most of the work on a HIP for Downing Street – now it just needs the go-ahead from the next Prime Minister to check energy efficiency for the Energy Performance Certificate.

Initial checks by Spring have shown the title deeds to Downing Street are in the name of the current Deputy Prime Minister John Prescott under his title of First Secretary of State.

HIPs, which were due to become compulsory on June 1 before the Chancellor moves offices, have now been delayed until August 1 and initially will only apply to homes with four or more bedrooms.

But Spring is urging Brown to become the first to have a HIP ahead of the new delayed launch of the packs which are aimed at making homes more energy efficient while also cutting the risks of house transactions falling through.

Chief Executive Stephen Foden, said: “Gordon Brown can be pretty certain that his move will go smoothly with no chance of getting gazumped or running into legal problems at the last minute.

“And of course he’s not buying the house so he won’t get to see a HIP from the seller. However, we believe he ought to become one of the first to experience the new law. A HIP for Gordon will help us all know just how energy efficient – or not – Downing Street is and if nothing else will be a boost for other HIP providers to see that the new Prime Minister is committed to the packs despite the recent u-turn.”
